Binsack files fed suit on capture date
SHAMOKIN, Pa. (AP) – A Shamokin man arrested on a parole violation has filed a federal civil rights lawsuit claiming he ran from the law because he feared for his life if he returned to prison. Scott Binsack’s lawsuit was filed Tuesday; the same dayU.S.marshals captured him inBath Township,N.Y., after he failed to show for a parole meeting on Oct. 25.
He had taunted pursuers and critics through Facebook and YouTube before his capture. Binsack is a former building contractor who served time after pleading no contest to writing bad checks. His lawsuit claims he was told that police and prison officials were going to lock him up on parole technicalities. Binsack said he was informed he would be beaten by guards, so he fled.
